Progress to getting new leadership panel-UDOM

We had received Filled-application Forms from interested 1st and 2nd year students for various leadership posts that were announced publicly.As a matter of fact,a committee was set-up(organized) to deal effectively with this.
The committee comprised of some leaders(who are soon to leave their positions) and some influential members of our club.The committee analyzed and reviewed the applications on 30-03-2012 and the plans for the next step are underway.


Applicants who passed through the first step of paper writing interview will now enter the second phase(the final oral interview) that is arranged to be conducted by the Committee on 01-04-2012.The venue is located at the College of Education-Seminar Room 5 at 14:00Hrs.
The chosen leaders will be expected to be in force for a period averaging 365 days.

The Story-Report on Youth Forum event-24-03-2012 UDOM


Ni siku ya Jumamosi Tar.24-03-2012 pale ambapo volunteers/waelimishaji
 rika wa Restless development club(spw udom club) walipoandaa na kuongoza tukio kubwa na la aina yake ambalo lilijulikana kama “Youth Policy  Development Forum” siku ya Jumamosi tarehe 24-03-2012 kuanzia majira ya saa 03:00 Kamili hadi saa 7:30 mchana.

Tukio lilihudhuriwa na viongozi mbalimbali wa ngazi za juu kutoka Restless ambao walikuwa ni  Country director,Assistant from Monitoring and Evaluation Ntenje Katota,Manager of Programmes and Advocacy Person pamoja na viongozi wa SPW UDOM Club,Wanachama na wanafunzi kutoka madarasa tofauti tofauti walishiriki pia.

Forum hii iliandaliwa rasmi kwa idadi iliyokadiriwa ya watu 120,ila kwa idadi hiyo ilizidi na kufikia hadi watu zaidi ya 300.Forum hii ilikuwa ni kwa ajili ya wanafunzi wa chuo kikuu Dodoma ambao walivutika na mjadala huu wa sera ya maendeleo ya kijana.

Tukio lilianza saa 3 asubuhi kwa usajili wa wanafunzi ambao walikuwa wakihudhuria tukio hilo,wanafunzi waliowahi kufika walibahatika kupata T-Shirts za Restless Development Organisation ambazo zinapatikana katika rangi mbili tu,nyeusi na nyeupe duniani kote.Pia wahudhuriaji walipata Vinywaji baridi ili kuwapa nguvu ya kuweza kuendelea na mjadala.Mwisho kwa wale waliotokea vyuo vya Elimu,Informatics na Humanitia walirudishiwa nauli zao baada ya wanafunzi wote kuhudumiwa chakula cha mchana.

Wengi walikuwa wakitofautisha SPW Club na Restless Development wakidhani kuwa ni vitu viwili tofauti.Kauli hizi zilirekebishwa kadiri ya muda ulivyokuwa ukienda.SPW ilibadili jina na ndiyo inayoitwa Restless Development Club kwa sasa.Michakato inafanyika kubadili jina la club hapa chuoni ili lifanane na jina la Shirika mama.

Lengo kubwa la kufanya tukio hili ni kuwashirikisha vijana katika mada zihusuzo afya ya uzazi,ujasiriamali,ujinsia na ushiriki wa kiraia katika sera ya maendeleo ya kijana.Vijana walijadili jinsi ambavyo mada hizi zimekuwa zikiendana na uhalisia uliopo na nini kinaelezwa katika sera ya maendeleo ya vijana nchini Tanzania.

Ilionesha wazi kuwa vijana walikuwa na haja ya kujadili mambo mengi sana kwani ilifika kipinndi watu wengi walinyoosha mikono juu ili kutaka kuchangia katika mada mbalimbali kwa yale yalikuwa yaliwagusa ila muda ndio uliokuwa kikwazo.Licha ya kujadili matatizo ambayo yamekuwa yakiwakumba vijana katika maisha yao ya kila siku pia walijadili suluhu mbalimbali juu ya changamoto na matatizo mbalimbali.

Vijana hawajapata nafasi ya kushiriki na kushirikishwa katika maeneo muhimu ya ufanyaji maamuzi ambayo kwa njia moja ama nyingine yanawaathiri wao wenyewe.Decision making bodies zimekuwa zikisahau majukumu na uwezo wa vijana kufanya maamuzi sahihi katika harakati za kuleta maendeleo yao.Pia ni wazi kuwa watu wazima/wazee ndio wamekuwa wakihusika katika kuandaa sera mbakimbali za vijana ilhali vijana ambao ndio wahusika wakuu wakiachwa nyuma.

Maswali kadha wa kadha yaliulizwa na wanafunzi hao ambapo mengine yalijibiwa na wanafunzi wenyewe na mengine yalijibiwa na Wataalam waliokuwepo katika forum hii kama vile Daktari kutoka UDOM health Centre.

Katika mjadala huu wa sera ya maendeleo ya vijana imeonekana kuwa sera haitekelezwi kama inavyopaswa na kwamba imeachwa katika maandishi ila hakuna utekelezaji katika maeneo mengi ya nchi.Pia iko wazi ushiriki wa vijana katika shughuli za kimaendeleo za nchi hii umekuwa ukikataliwa kwani mchango wa vijana katika maendeleo umesahaulika na pia hautiliwi msisitizo wowote kwani vijana wanaonekana kama hawawezi na pia hadi waongozwe ilhali vijana (Wenye umri kati ya miaka 15-35) wanauwezo wa kufanya maamuzi na pia wanaweza kuwa viongozi wazuri katika maeneo mbalimbali ya kiutawala katika nchi hii.

Wanafunzi mbalimbali walifanikiwa kuwasilisha mada zao na yafuatayo ni yale waliyoyasema wakati wa tukio.
“Kuna mambo mengi yanayotokana na sera mbalimbali  lakini la msingi sanasana ni namna gani vijana wanahusishwa,wanashirikishwa katika kutekeleza yale yanyopangwa na vikundi vingine ambao si vijana.Kuna dalili nzuri,namkumbuka sana waziri wa afya aliwahi kufanya kazi vizuri,kuwakilisha vijana,wakafika mpaka kituo cha afya UDOM na kuona shughuli mbalimbali zinazofanyika pale na kuweza kupata maoni mbalimbali.Leo niko hapa(24-03-2012) kama mwakilishi wa idara ya afya udom lakini vilevile kusikiliza yale ambayo tunaweza kushirikishana katika kupata majibu,au ni namna gani ambavyo tunaweza tukaboresha ushiriki wetu katika masuala mbalimbali yahusuyo sexual reproductive health na mengine ambayo yameandikwa namba 2 na namba 3(ujasiriamali na ushiriki wa kiraia).ni matumaini yangu basi tukitoka hapa,tunaweza tukawa na mkakati wa utekelezaji.Mara nyingi sisi ni watanzania-we are good planners lakini very poor implementers.Tunaomba basi kama kuna kitu ambacho kinaweza baadae kikatusaidia katika utekelezaji wenu,Nashukuru sana uongozi wa serikali ya social science na humanities kuweza kutushirikisha,naimani kwamba center hii kubwa iko hapahapa kuliko center za informatics na education na CHAS(college of health and Allied sciences)…”
Baadae daktari huyu kutoka UDOM health center alilenga kwenye mada ya kwanza kuhusu Afya ya uzazi.Napo alisema haya:
“Nimefanya kazi miaka takribani 21 kwenye chama cha uzazi na mazingira Tanzania…na nimefanya kazi kwa miaka zaidi ya 15 kuhusu reproductive health and sexuality na kwa maana hiyo nimezunguka sana katika nchi hii bado sijakanyaga kagera na Kigoma,nina imani kabisa kwamba tutaweza kushirikishana yale siyo ya zamani tu pia hata ya sasa.”
Speech hii ilitolewa na Daktari Kutoka kituo cha Afya-UDOM  mara tu baada ya kutambulishwa rasmi kabla ukumbi haujachangamka kwa mada mbalimbali zenye kuvutia.

Mtu kutoka kitengo kinachohusu Advocacy for Youth-Restless Development alifika na alianza kwa kusahihisha kuhusu Jina la SPW na Restless Development.Ambapo alipofika mbele ya hadhira alikuwa na haya ya kusema katika harakati za kuweka mjadala tayari kwa kujadiliwa:
“Nimesikia mtu amesema SPW kwa kushirikiana na Restless Development…ni kweli SPW imekuwepo Tanzania kwa miaka mingi,tangu miaka ya 1993 na mikakati imekuwa ikiendelea kuboreshwa kila wakati na basi hata majina yakawa yanabadilika,kwa hivyo kutoka SPW to Restless Development;kutokana na mikakati kuboreshwa na kupanuliwa zaidi,kwa hivyo SPW ndiyo restless development…sio kwa kushirikiana na Restless Development.SPW is now Restless Development…vijana naomba muendelee kufanya presentation katika maeneo mbalimbali,kwa hivyo sitakuwa na uwezo wa kugusa katika maeneo hayo yote ambayo mmepitia lakini mimi niongee kwa ujumla wake kuweka mazingira tayari kwa ajili ya discussion.”
Baada ya kusahihisha kuhusu uhusuiano na maana zilizopo kati ya SPW na Restless development alieleza katika ujumla wake sera ya maendeleo ya vijana kwa hadhira ili waweze kuichambua mada kwa urahisi zaidi,aliendelea;
Kimsingi sera ya maendeleo ya vijana kwa mara ya kwanza imekuwa in-place tangu mwaka 1996.hiyo ni kutokana na pressure mbalimbali katika ngazi za kimataifa…ni lazima wawe na mikakati madhubuti…kwa ajili ya maendeleo ya vijana.Kwa hivyo,UN kwa kushirikiana na mashirika yake kama UNICEF ilijaribu kufuatilia hili kwa ukaribu ndiyo tukawa na African youth Charter ambayo baade wakapewa nchi ili iweze kutambulika katika ngazi hiyo lazima iwe na sera ya Tanzania,kwa hivyo Tanzania tukawa na sera kwa mara ya kwanza mwaka 1996.sera yetu ukiiangalia(uki-refer) ina mambo mengi..haiwi specific wala haioneshi ni namna gani tutafanya utekelezaji.Kwa hivyo sera hiyo wakasema wamei-review,siwezi sema mchakato ulikuwaje na kwa namna gani ulikuwa shirikishi.
Mzungumzaji mwingine alifika na akazungumzia kuhusu suala ya Ushiriki wa kiraia(civic participation) kwa vijana.Naye alichangia:
…kuhusu suala la civic participation kwa vijana…si kwamba nimeanza sasa hivi,nimeanza muda mrefu…kuna mtu mmoja alikuwa ni meneja anaitwa Rick Colm…aliwahi kuzungumzia vitu viwili tofauti,akazungumzia suala  la  input na vilevile akazungumzia kuhusu suala la participation,kuhusu suala la input akimaanisha “contributives”kwamba youth they have to contribute much in civic  participation…Vijana wajitokeze kwenye ku-participate kwenye civic matters,kwamba vijana walionekana wanabaki nyuma kwenye masula ya civic participation…”

Mchangiaji mwingine alizungumzia kuhusu rasilimali za taifa ambapo alilenga madini na utalii.alieleza uwepo wa sekta katika nchi hii ambazo haziwasaidii vijana huku akiziangalia sekta za utalii na madini ambazo alidai kuwa zinajikita zaidi kuwasaidia matajiri na wageni kutoka nje.


UTAMBULISHO WA MKURUGENZI WA RESTLESS DEVELOPMENT
Ntenje Katota alimtambulisha Mkurugenzi wa Restless Development Organisation Tanzania,ambaye alijitambulisha kwa kuanza kuwasalimia washiriki,kisha kutaja jina lake(Tenhan) na baada ya hapa alishukuru kwa ushirikiano mzuri uliooneshwa kati ya vijana(wanaUDOM) na Restless Development.
Aliendelea kwa kusema kuwa Restless Developmnet ni shirika linaloongozwa na vijana,linalotoa nafasi kwa vijana kuleta maendeleo.
“we start with form six leavers ,when they finish form six we recruit young people to go and volunteer in the community for 9 months.”
Kisha aliwaomba ex-volunteers wafike mbele wao kama viongozi wadogo(young leaders)alieleza umati kuwa vijana hawa(ex-volunteers) wamefanya shughuli nyingi kama kutoa mafunzo kwa vijana,kuanzisha na kuendeleza vikundi vya kijamii(CAG-Community Action Group).Kisha alitaka volunteers watatu waseme chochote wanachofurahia na kujisikia kufanya wakati wakiwa placement.Ndipo wakajieleza kama hivi:

“jamani mambo vipi?mimi nilikuwa volunteer kipindi hicho nimemaliza kidato cha sita,nikajiunga moja kwa moja na shirika la Restless Development enzi hizo liliitwa SPW,nikaenda kijiji kinaitwa Maduma Placement,kipo Iringa,nilikaa kule kwa muda wa miezi kama sita hivi...nashukuru sana kwa kunisikiliza”
Alijivunia mambo mengi sana ikiwemo uzoefu,ujuzi.Kwa sasa Ambokile amekuwa kama Club Co-ordinator toka mwanzo wa Club.Baadae alifuatia Shadrack ambaye pia alikuwa ni ex-volunteer,Naye alisema haya:
“….nilivolunteer katika kijiji cha Kamsamba,wilaya ya Mbozi…nilienda Songea kama Professional Volunteer katika kijiji cha Mgombasi,wilaya ya Namtumbo-Ruvuma….”katika kujivunia alisema kuwa aliwahi wapa watu rufaa na pia case study zipo.Alisema pia yeye kwa suala la kazi tayari ameshafanya kazi na kiujumla ameitumia elimu yake aliyoipata chuoni kisha akataja vitu kama Problem tree,kwa ajili ya utatuzi wa matatizo.

Hatimaye Mkurugenzi alimkaribisha Mwanadada ambaye naye alisema:
“…kupitia hili shirika nimejifunza kupata confidence za kutosha kwa sababu mwanzo nilikuwa siwezi kabisa kusimama katika kundi kubwa kama hili..ahsanteni”
Kisha Mkurugenzi alimkaribisha Ntenje Katota naye aeleze uzoefu wake na Restless Development tangu akiwa Volunteer(Zambia),naye akaanza hivi:
“…mimi nimetokea Zambia,nimevolunteer kama hawa wenzangu(ex-voluteers)lakini kwenye program ya Zambia in 2005, tuko pamoja.So,when you say you believe in young people na kwamba vijana wanaweza kuleta change,sio tu kwenye nchi yako hapa Tanzania,unaweza kwenda hata nchi nyingine…you can go wherever and bring change;cha muhimu ni change amongst young people.So I am a young person,product of Zambia,lakini nimesema I can also make a change in Tanzania,I am here,I’m working with you guys and I hope nanyi mtashirikiana nasi,Ahsanteni”

Mkurugenzi wa Restless development akasema kuwa hivyo ndivyo restless development inavyofanya kazi katika maeneo tofauti ndipo(huku akionesha katika maandishi ya T-shirt za Restless development)akasema:
“we want to inspire young people,because we believe that they are capable of making change,and when young people are capable of Making change,anything is Possible!we can achieve development targets and youth development policy,we can achieve MKUKUTA II,we can achieve a constitution that meets people’s needs,we can achieve anything and that’s what we are all about.we are about showing that young people all over here can DO!...”
Alifuatia mwakilishi wa Dean of students naye alikuwa ni Warden ambaye alizungumza haya:
“…kwa kuwa msingi ni health and reproductive health,pili kuna livelihoos and employment vilevile kuna civic participation,lakini haya yote yamejaribu kujadili kwa kina sera ya maendeleo ya Vijana.Kimsingi sera kama sera imeletwa,tumeitekeleza ina mapungufu mengi tu,…je kama vijana tunajitambua?katika mambo yote matatu ambayo shirika letu la Restless ambalo limetuunganisha sisi hapa vijana katika kuyaendea hayo masuala ya msingi matatu (3)…katika sexual health and reproductive health sisi kama vijana mara nyingi kama wanafunzi wa vyuo vikuu…tunachohusika nacho sisi kama viongozi wa wanafunzi katika chuo kikuu cha Dodoma ni hiyo wanayoiita ngono zembe.imekuwa ni fassion kwa vijana anapofika chuo kikuu,basi kuwa na girlfriend ni msingi,na mtu ambaye hana girlfriend anaonekana kama bado hajaingia chuo kikuu….huwezi kuwa kiongozi leo kama hutambui uongozi ni nini ,mwingine akilini mwake anadhani kwamba uongozi ni kazi,kwamba akimaliza chuo akaajiriwe kuwa kiongozi, No!zipo kazi za uongozi,kiongozi siyo kazi.Kufuatia hili sasa,vijana leo tumekuwa watu wa kutumika kisiasa,tunawaongoza watu aidha wawe viongozi tukiwa na imani kwamba mbeleni na sisi tunaweza tukashirikishwa katika uongozi,kumbe tungekuwa tunajitambua,sisi tungekuwa ni chachu ya maendeleo na kupigania namna gani viongozi waweze kuingia katika uongozi…kundi kubwa ni vijana na waathirika wakubwa katika nchi yetu ni vijana.
Sehemu nyingine labda nigusie kidogo suala la employment,tungetangulia kuwapongeza  hawa ambao wamekuwa wakijitolea siku zote katika masuala yanayohusu kujitolea.Kuna challenge moja kubwa katika suala la ajira,nchi yetu imetengeneza sera za ajira za vijana kufuatia ule mpango wa maendeleo ya vijana au sera ya vijana na maendeleo,lakini moja kati ya mapungufu,haijaeleza how?hiyo employment inaweza ikapatikana kwa namna gani?....leo hii nilikuwa nashangaa,mtu mamaliza chuo,amefanya application anaambiwa hana experience…kumbe vipo vitu vya kujitolea ambavyo navyo pia ni credit.Mtu ambaye amemaliza chuo hana uzoefu na kuna mashirika au sehemu nyingine zozote amejitolea ni experience…kwa pamoja tujue tunataka kufanya nini…chuo kama chuo kina mipango yake kuendeleza chuo na wanfunzi kwa ujumla,na wanfunzi nao wana namna nyingine  za kujiendeleza kwa namna zao,hapo unakuta kwamba hatufanyo kazi katika njia moja…vijana ambao hawajaiingia katika organization zozote ambazo zinachangia katika maendeleo yao baada ya kumaliza chuo wafanye hivyo…tushirikiane,lakini kubwa hebu tujitambue basi,jinsi gani,na tufanye nini….that’s all,ahsanteni sana..”

Mzungumzaji mwingine alikuwa ni Hilary Kaumo ambaye pia ni School Representative-College of Social Science and Humanities,ambaye alikuwa na haya ya kusema;
“charity begins at home…kule tunapotokea majumbani kwetu,naomba tujicheki ni wangapi katika sisi vijana ambao leo hii tuko hapa UDOM tumekuwa tukileta mabadiliko toka tukiwa katika utoto na kuingia kwenye ujana,…ni wangapi?na kama wapo basi ni wachache sana katika idadi yetu kubwa tulioko hapa,kwanini?kwa sababu hakuna yale mazingira tuliyopaswa kujengewa …mazingira tuliyonayo ni kwamba ndiyo ni kaka zetu,dada zetu,baba zetu lakini watu ambao tumeumbwa kuwaogopa sana…wako ambao wanaitwa baba,mama na wengi wetu tunaelekea huko..basi naomba nitoe rai….wote hapa tunapokuwa ma-baba,ma-mama tuwajenge watoto wetu…”
Kiujumla Hilari alitoa rai yake kwa kutaka tutakapokuwa wazazi na walio tayari ni wazazi wawalee watoto wao vizuri na wawajengee kujiamini,wawe huru kuheshimu ndugu zao na pia wajitambue nini wanapaswa kujua/kufanya.Alieleza pia kuwa watu wengi hawaifahamu katiba vizuri hivyo ni wakati wa kuanza kujihusisha za mambo yanayowahusu wananchi moja kwa moja,aliwakumbusha wanafunzi pia juu ya mabadiliko yanayotegemewa kufanywa katika katiba ya UDOSO(university of Dodoma students’ organization)

Kisha alifuatia mzungumzaji mwingine ambaye alikuwa ni mwanafunzi kutoka College of education(2nd year)naye alizungumza kuhusu Livelihood and employment kama ifuatavyo:
Mimi ninachokiamini siku zote ni kwamba ajira zipo,ila namna ya upatikanaji wa hizo ajira ndiyo tatizo.
Aliendelea kwa kutofautisha aina 2 za ajira ambazo ni ajira zilizo wazi(open)na zilizofichwa(hidden).Akasema kuwa ajira zilizofichwa ni 80% na zilizo wazi(open) ni 20%.akaanza kuzungumzia ajira zinazoonekana na kusema mfumo wa upatikanaji wa ajira unamtenga kijana hasa kutokana na kigezo cha experience,unaweza kumaliza chuo una miaka 27,experience wanakwambia miaka 10 jumla ni miaka 37 unakuwa umeshatoka kwenye umri wa kijana kwa kadiri ya UN(united nations).Hivyo akaomba hiki kigezo kiondolewe/kisifanywe kuwa cha lazima.Kisha akazungumzia ajira ambazo ni Hidden(zimefichwa),
Hizi(hidden employment opportunities)ni ajira ambazo tunaangalia whom you know,unamfahamu nani?,
Hivyo alimalizia kwa kuomba bodi zinazohusika na ajira ziwe makini na ziangalie ujuzi wa mtu kuliko mambo ya kufahamiana.Pia uwepo wa bodi utachangia vijana wengi kupata ajira kwa kuangalia namna ya upatikanaji wa watu wao.

Kisha alifika msemaji mwingine(wa kike) aliezungumzia suala la Participation na employment kama hivi;
Vijana wengi wanapokuwa vyuoni…wanakuwa na perception moja kuwa lazima wakaajiriwe,ukiangalia suala la employment mtu unaweza ukajiajiri au unaajiriwa,sasa kila mtu akiwa na perception ya kuajiriwa…nani atakayeandaa kitu kipya ambacho kitasaidia kuongeza opportunity za ajira kwa vijana…”
Kuhusu participation akasema kuwa vijana wenngi hawako tayari kushiriki katika majukwaa na kutoa maoni yao bali wamebaki wakilalamika badala ya kutoa mawazo katika majukwaaa mbalimbali,wengi wana mawazo mazuri lakini hawana mwamko.
Kisha akafuata msemaji mwingine ambaye alizungumzia mad azote kiujumla kama ifuatavyo:
Mada zote zinatakiwa ziwe chini ya kitu kimoja tunaita elimu,na ili vitu vyote hivi vifanikiwe inabidi sisi tuilazimishe serikali kufanya yale mambo ambayo sisi tunayataka.na ili kufanikiwa katika hilo,inabidi tushiriki kikamilifu katika mchakato wa katiba ijayo.
Kisha akaanza kuzungumzia mada ya kwanza:SRH&R(haki ya afya ya uzazi)
 ………..
Mwingine alisema sera za mwanzo zitekelezwe kwanza ndipo sera zingine zifuate,isiwe sera zinandaliwa mara kwa mara ilhali zile za mwanzo hazijatekelezwa.

Msemaji mwingine alisema kijana ambaye ni nguuvukazi ya taifa hili ambaye anachangia asilimia zaidi ya 71.1 katika kuinua uchumi kwenye nchi hii inabidi aangaliwe sana.

  1. Sexual reproductive Health
  2. Gender
  3. Civic participation
We will discuss the real situation in Tanzania,what the policy says and we will air our views out as suggestion(what should be done) Find a copy of The Tanzania youth policy from anywhere in the internet(just google it),preview what is said in there.Then......
Come and discuss with your fellow students.
